Terms and Conditions
These terms govern your membership in Kaubanan Civic Club, Inc. and your use of this website and the Kaubanan member platform. Please read them before you join.

1. Who we are
Kaubanan Civic Club, Inc. ("KCI", "we", "us", "our") is a non-stock, non-profit civic membership organization registered with the Securities and Exchange Commission of the Philippines under Company Registration No. 2026070257123-11, and with the Bureau of Internal Revenue under Taxpayer Identification No. 810-105-812-00000. Our registered office is at Purok 1, Malhiao, Badian, Cebu, 6031, Philippines.
In these terms, "you" and "member" mean the person who registers for membership. "Platform" means this website and the Kaubanan member application.
2. Accepting these terms
By registering for membership, paying the membership activation fee, or using the Platform, you agree to these terms and to our Privacy Policy and Refund Policy, which form part of them.
If you do not agree with any part of these terms, please do not register and do not use the Platform.
3. Who may become a member
Membership is open to natural persons who meet all of the following. We may decline any application at our discretion, and we will tell you if we do.
Membership is personal to you. It cannot be sold, assigned, or transferred to another person.
- You are at least eighteen (18) years old.
- You can provide a valid government-issued identification document and truthful identity details.
- You hold only one membership. One person may not maintain two member accounts.
- You provide accurate and complete information at registration and keep it current.
4. Membership activation fee
Membership begins when your one-time activation fee of ₱1,500.00 is received and your account is activated. The amount payable is always shown to you before you pay.
The activation fee supports the operation of the organization and the running of the Platform. It is not a deposit, it is not held for your account, and it does not earn interest.
5. The Mutual Aid Fund
Members may make voluntary contributions to a common Mutual Aid Fund. The minimum contribution is ₱200.00. There is no maximum and no fixed schedule — you choose when and how much to contribute.
Contributions are pooled. Once contributed, an amount stops being yours individually: it stands ready to assist any qualified member of your community group, and it is drawn down when assistance is released to them.
Your contribution balance is a record of what you have put into the common fund and what has been drawn from it. It is not a savings account, it is not a deposit, it earns no interest, and it is not payable back to you on demand. Please read our Refund Policy.
6. This is not insurance, banking, or an investment
KCI is not an insurance company, a pre-need company, a bank, a lending company, or an investment house, and it is not licensed as any of these. Nothing in these terms is a contract of insurance or indemnity, and no assistance released by KCI is an insurance claim.
Consistent with Article Second of our Articles of Incorporation, KCI does not solicit, accept, or take investments or placements from the public, and does not issue investment contracts. No part of our income is distributable to our members, trustees, or officers. Anyone who offers you a return, a profit, or a guaranteed sum in the name of KCI is not acting for us — please report it to us at support@kaubanan.com.
7. Relief assistance
A member in good standing may request relief assistance for a qualifying medical confinement or for the passing of a covered member, subject to the requirements published on the Platform. These include a qualifying membership period, documentary requirements, and limits on how often assistance may be requested.
Assistance is drawn from the Mutual Aid Fund of your community group at the time your request is decided, subject to a minimum and a maximum set by board policy. It is not a fixed or guaranteed sum, and it is not promised in advance. Where the fund of your community group cannot support a request, the request is placed on hold rather than paid in part.
Requests are reviewed by our officers against the published requirements. We may ask for further documents, and we may decline a request that does not meet them. Our decision and the reason for it are recorded and shown to you on the Platform.
8. Payments and fees
All amounts are in Philippine Pesos (PHP). You may pay online through our payment gateway using the methods shown at checkout, or through the manual payment channels we publish on the Platform.
Where an online payment method carries a processing fee, that fee is shown to you before you confirm the payment. A record of every payment appears in your member account.
Assistance and transfers you request are sent to the account you nominate on the Platform. A transfer fee, where one applies, is shown before you confirm.
9. Your responsibilities
As a member, you agree to the following.
- Keep your name, address, mobile number, email address, and the details of your covered members accurate and current.
- Keep your login credentials and one-time passwords private. Do not let anyone else use your account. Tell us at once if you believe your account has been used without your permission.
- Use the Platform only for lawful purposes and only for your own membership.
- Provide genuine and unaltered documents when you request assistance, and cooperate with reasonable verification.
10. What is not allowed
You must not do any of the following. Any of them may lead to a request being declined and to your membership being ended.
- Submit a false, exaggerated, or altered document, or request assistance for an event that did not occur.
- Register or transact in another person's name, or hold more than one membership.
- Sell, rent, or transfer your membership, or offer membership to others as an income opportunity, a franchise, or an investment.
- Interfere with the Platform, attempt to gain access to accounts or data that are not yours, or use automated means to extract data from it.
- Use KCI or the Platform for money laundering, financing of terrorism, or any other unlawful purpose.
11. Ending membership
You may stop contributing at any time. If you wish to end your membership entirely, write to us at support@kaubanan.com and we will close your account and tell you what that means for any pending request.
We may suspend or end a membership where a member breaches these terms, where we are required to do so by law or by a competent authority, or where we reasonably suspect fraud. Where we do, we will tell you the reason unless the law prevents us. Amounts already contributed to and drawn from the common fund are not returned — please read our Refund Policy.
12. Limits on our responsibility
We provide the Platform with reasonable care, but we do not promise that it will be uninterrupted or free of error. We are not responsible for failures of internet access, of a payment provider, or of a telecommunications network that are outside our control.
Nothing in these terms limits any liability that cannot be limited under Philippine law, including liability for fraud or for wilful misconduct.
13. Changes to these terms
We may update these terms. The effective date at the top of this page always tells you which version is current, and we will give notice on the Platform when a change materially affects members. Continuing to use the Platform after a change means you accept the updated terms.
14. Governing law
These terms are governed by the laws of the Republic of the Philippines. Any action arising from them shall be brought before the proper courts of Cebu, to the exclusion of all other venues, without prejudice to the dispute-resolution steps described on our Dispute Resolution page.
